<p><strong>RULES &amp; REGULATIONS GOVERNING THE CONDUCT OF ELECTIONS FOR THE PETDA BOARD OF DIRECTORS 2011-13<span id="more-802"></span></strong></p>
<p>1. By virtue of the powers vested upon the PETDA Committee on Elections (PETDA-COMELEC), the following Rules are hereby adopted and promulgated to govern the conduct of elections of the PETDA Board of Directors .</p>
<p>2. The 15 PETDA Board of Directors shall be elected by the dealer members in their respective areas/regions as follows: Metro Manila- 7,   one representative each from North Luzon, Central Luzon, South Luzon, Bicol, East Visayas, West Visayas, North Mindanao, South Mindanao.</p>
<p>3. Every member in good standing shall be entitled to cast one vote for their Director representative.</p>
<p>4. Qualification requirements for Board Director are:   (a)  Must be a member of the Association for at least one year. (b) Paid in full  all obligations in the form of dues, assessments prior to nomination and election.</p>
<p>5. Nomination forms of elected candidates by area/region should be received by PETDA-COMELEC on or before Feb 15, 2011. If there is no nomination received for an area/region as certified to by the PETDA-COMELEC, the incumbent Board of Director representing the area/region   shall continue on a holdover capacity, until the successor is qualified and duly elected or appointed by the incoming Board of Directors</p>
<p>6.  During the convention, the results of the elections shall be announced, and if no protest is filed by any of the Candidates in accordance with the Rules, the PETDA-COMELEC shall proclaim as Winners, the fifteen (15) candidates garnering the highest number of votes per region..</p>
<p>7. A protest must be in writing and submitted before proclamation, stating the grounds relied upon and shall as far as practicable be resolved by the PETDA-COMELEC during the Convention. Should this be  not possible, the PETDA shall set the same for hearing not later than fifteen (15) days from the end of the Convention and a decision thereon shall be rendered within fifteen (15) days from the termination of the period for submission of evidence by the contending parties as fixed by the PETDA-COMELEC. Protests will  no longer be entertained after the proclamation. The decision of the PETDA-COMELEC shall be final and executory.</p>
<p>8. The elected Board of Directors will elect from among themselves the Executive Officers, immediately after the COMELEC proclamation during the Convention.</p>

			<content:encoded><![CDATA[<p>MANILA, Philippines &#8211; The Philippines can experience an economic boom once it pushes the abolition of regulatory fees on the multi-layered procurement of business permits, a major source of corruption and a stumbling block in tapping the underground economy, a British tax expert said.<span id="more-777"></span></p>
<p>Dr. Philip Truscott, author of the newly-released book ‚ÄúFilipino Futures ‚Äì Nation Building As If Ideas Mattered,‚Äù said in a recent forum that the multi-layered system of acquiring business permits in local and national government is the main factor that stagnated the Philippine economy.</p>
<p>‚ÄúIn prosperous countries like Australia and Canada, business permit is free so every one can register and report and pay his income tax to the government he said.</p>
<p>Truscott, an expert on tax benefit policy modeling and a full-time faculty member at the Ateneo de Manila University, said based on the population survey ratio, the Philippine government is supposed to generate at least P235 billion from the income of professionals including the small-time entrepreneurs.</p>
<p>But because of the tedious process and high cost of a getting a permit from local government, most of the small-time businessmen prepare to operate underground beyond the reach of the Bureau of Internal Revenue.</p>
<p>In the US, he said people are free to register their businesses and they report to the internal revenue service their income, which will be the basis of their income tax payment.</p>
<p>He said out of the projected P235 billion income based on the population ratio in the Philippines, only P157 billion is collected due to the bureaucratic obstacle in setting up small business in the country.</p>
<p>In his book, he said the Philippines is now in a very strange position because it has very low import duties, but has not dismantled the barrier ‚Äì paying for a business permit ‚Äì that stops the poor from owning their own businesses.</p>
<p>‚ÄúThe Philippines has introduced free trade before introducing free enterprise. It amounts to a strange system, of internal protection without any external protections, a sort of ‚Äònaked mercantilism‚Äô, ‚Äú he said.</p>
<p>Because of the lack of small business opportunities, some nine million talented and professional Filipinos have gone to other countries to seek employment.</p>
<p>Small-time investors are the engine of countries economic boom as more small businesses translate to more income tax generated.</p>
<p>Truscott said aside from depriving the poor and small-time entrepreneurs setting up legal business, the high cost of business permits in local and national government units has also become a major source of corruption where applicants usually shell out extra money to facilitate the transaction.</p>
<p>He said, however, that with the assumption of President Aquino to power, the problem on the bureaucratic red tape is now being addressed as Interior and Local Government Secretary Jesse Robredo ‚Äì just what he did when he was mayor of Naga City ‚Äì has ordered the simplification of the process of getting business permits.</p>
<p>He said the BIR is also right in focusing its attention to professional and small businesses but unless the government continues to impose</p>
<p>payments and stiff requirement for business permits, the so-called underground economy will be beyond the reach of the BIR.</p>
<p>‚ÄúThe shadow economy will continue to thrive as long as the main obstacle which is the business permit fee is not removed,‚Äù Truscott emphasized.</p>

			<content:encoded><![CDATA[<p>The Implementing Rules and Regulations (IRR) of  Republic Act 9994 also known as Expanded Senior Citizens Act of 2010 will be signed today, June 18, at the Department of Social Welfare and Development Central Office in Batasan Hills, Quezon City.</p>
<p>The IRR will be signed by secretaries of concerned government agencies with the Department of Social Welfare and Development (DSWD) as lead agency, and representatives of non-government organizations serving senior citizens.<br />
<span id="more-769"></span><br />
Social Welfare and Development Acting Secretary Celia Capadocia-Yangco said that the signing of the IRR will operationalize the  specific provisions of RA 9994. The benefits and privileges include the grant of 20 percent discount and exemption from value-added tax (VAT) on the purchase of goods and services; five percent discount on electric and water consumption provided that the individual meters for the utilities are registered in the name of the senior citizen and that monthly consumption should not exceed 100 kilowatt hours of electricity and 30 cubic meters of water; free vaccination against the influenza virus and pneumococcal disease for poor seniors; P2,000 death benefit assistance; and monthly social pension of P500 for indigent older persons.</p>
<p>Acting Secretary Yangco explained that the new VAT-exemption of discounted senior citizens purchases will require the issuance of new Revenue Regulations  by the Bureau of Internal Revenue (BIR), for approval of the Department of Finance (DOF).</p>
<p>The medical or health-related privileges, on the other hand, whether discounted or for free and the discounts on purchase of goods and services from leisure and recreation centers shall be subject to the supplemental guidelines to be issued by the Department of Health (DOH) and the Department of the Interior and Local Government, respectively,  within 30 days from the effectivity of the IRR.</p>
<p>Likewise, discounts on electric and water utilities shall be covered by supplemental guidelines issued by the Energy Regulatory Commission (ERC), the Metropolitan Waterworks and Sewerage System and the Local Water Utilities Administration (LWUA), respectively, six months after the effectivity of the IRR.</p>
<p>? The monthly social pension of P500 for indigent senior citizens shall be subject to DSWD guidelines which shall include the development of criteria for identification and selection of beneficiaries, the mechanisms for establishing a database, the system for delivery or release of the benefits, as well as monitoring and evaluation to facilitate the implementation of this additional government assistance,? Acting Secretary Yangco said.</p>
<p>She added that the actual disbursement of this benefit shall likewise be subject to availability of funds pending the release of the DSWD budget by the Department of Budget and Management.</p>
<p>Meanwhile, the Social Pension is also subject to a review every two years by Congress, in consultation with the DSWD.</p>
<p>Further, the P2,000 death assistance is intended for indigent senior citizens  who shall be identified based on DSWD guidelines.</p>
<p>The IRR which will become effective two weeks after its complete publication in two major dailies of national circulation will benefit approximately six million senior citizens.</p>

<p>2.  copy of Certificate of Trade Name from the Department of Trade and Industry</p>
<p>3.  copy of Certificate of Fire Inspection</p>
<p>4.  copy of Environmental Compliance Certificate (ECC) issued by the DENR indicating lot area of the service station</p>
<p>5.  copy of expired COC</p>
<p>6.  photographs of</p>
<ul>
<li type=square>a.  priceboard</li>
<li type=square>b.  safety signs ( no smoking, no cellphones, stop engine while filling)</li>
<li type=square>c.  left, front and right facade of the service station</li>
<li type=square>d.  product decals on pumps indicating octane ratings</li>
</ul>
<p>7.  renewal fee of P500.00</p>
<p>AVOID PENALTIES, RENEW YOUR COCs, and BE DISTINCT FROM THE GENERIC OUTLETS.</p>
